Session Summary: This session will provide trustees with an update on the administration of public plans from the plan sponsor staff perspective.  Seasoned pension staff panelists will discuss various issues of importance, share recent experience and highlight some best practices for Georgia public plans.

Brandt Barlow, CRPF™

Brandt Barlow is the CFO for the Peace Officers’ Annuity and Benefit Fund of Georgia, the Superior Court Clerks Retirement Fund of Georgia, the Probate Judges Retirement Fund of Georgia, and the Magistrates Retirement Fund of Georgia. Brandt enjoys providing clarity to complicated processes and has successfully led several IT and finance projects on time and on budget. Brandt holds a Bachelor of Business Administration in Accounting and an MBA in Finance and has worked in state and local government for over 15 years with experience in investment accounting, auditing, and compliance. Outside of work, Brandt enjoys traveling and learning anything new.

LaShanda Dawkins, Esq., CRPF™

LaShanda Dawkins is the Assistant General Manager of Labor and Employee Relations at the Metropolitan Atlanta Rapid Transit Authority (MARTA). In this role, she is responsible for leading and influencing the labor strategy and spearheads all activities related to labor negotiations in accordance with the Authority’s strategic priorities and workforce needs. Additionally, Ms. Dawkins is responsible for oversight of a centralized team of employee relations professionals that manage employee relations issues, conduct investigations, and serve as a resource to the employees and management members of the Authority. Ms. Dawkins has served simultaneously as a pension trustee on all the plans serving MARTA employees: MARTA/ATU Local 732 Employees Retirement Plan, MARTA Non-Represented Pension Plan, and MARTA Non-Represented DC Plan. She continues in her service as the Chair of the Non-Represented DB Plan and trustee of the MARTA/ATU Local 732 Employees Retirement Plan. Ms. Dawkins is a Certified Retirement Pension Fiduciary. Dawkins is a graduate of the Benjamin Banneker Honors College and holds a Bachelor of Business Administration in Accounting from Prairie View A&M University and received her Doctor of Jurisprudence from Texas Tech University School of Law. She is a member of the State Bars of Texas, Florida, and Georgia, and is also admitted to practice in federal court. She has handled federal civil matters in the United States District Courts for the Middle District of Florida and the Northern District of Georgia and has appeared before the Eleventh Circuit Court of Appeals.

Morgan Wurst, CTP, CRPF™

Morgan started with the Georgia Firefighters' Pension Fund on November 2, 2009 and was named Executive Director & CIO May 1, 2014. Prior to that, he worked 8 years in Atlanta, GA for BellSouth/AT&T in their Treasury organization as a financial manager and 2 years in Houston, TX as an economic & financial consultant for Arthur Andersen. He holds an undergraduate degree in accounting from Florida State University, as well as a graduate degree in accounting from the University of Texas @ Austin. He is a Certified Treasury Professional.
