Session Summary: While the administration of pension plans has evolved through the years, many public sector entities aren’t fully optimizing the advantages of automation, with some still relying on manual processes and spreadsheets. Many may not understand the importance of having operating rules and procedures in place. Instructors

David Barnes, CFA, CAIA

David started his investment career in 2000 and joined NEPC in 2011. His consulting responsibilities and background include servicing public pension plans, corporate pension plans, endowments, and foundations. David serves as a member of NEPC’s International and Global Equity Research Advisory Group. Prior to joining NEPC, David was a Senior Investment Consultant at Hewitt EnnisKnupp where he held a variety of leadership roles, such as heading the U.S.-based global, non-U.S., and emerging markets equity research for the firm’s Global Investment Management team. During his tenure at Hewitt EnnisKnupp, he authored several technical research papers and reports on investment topics such as portfolio transition management, credit default swaps, 401(k) plan design, active versus passive management, and soft dollars. Before Hewitt EnnisKnupp, David was an Investment Consultant with Towers Watson Investment Consulting. David received his BBA in Finance from Georgia Southern University and holds the Chartered Financial Analyst designation. He is a member of the CFA Institute and a member of The CFA Society of Atlanta. David also holds the Chartered Alternative Investment Analyst (CAIA) designation. Prior to his investment career, David served three years on active duty in the United States Army followed by two years in the Florida National Guard.

Ferrell Jenne

Ferrell Jenne is the Director of Foster & Foster's Third Party Administration Division and a firm partner. Mrs. Jenne has been working with defined benefit plans for over 13 years and is passionate about pension administration and streamlining the retirement process. Mrs. Jenne is currently the lead administrator for numerous public pension plans and assists in the training and mentoring of employees to ensure professional growth and success. Currently, Foster & Foster provides plan administration services to 82 public pension plans. The size of clients range from 5 to as many as 1,800 participants.

Todd Flessner

Todd is a vice president of pension administration with the Retirement & Investment Solutions practice of CBIZ, Inc. He provides management and support for pension administration and is responsible for the implementation of new client accounts, complex pension calculations, special projects and new business development. Since 1994, Todd has experience managing teams that provide pension and benefits administration services for clients of all sizes. Todd lives in the Chicago area with his wife, Cynthia, and three sons. In his spare time, Todd enjoys watching and playing sports, exercising and coaching his sons’ youth teams or helping with their activities. He also enjoys spending time with his family and friends.

Education: B.S., Mathematics, Actuarial Science and Economics, Illinois State University
