Session Summary: Public pension plans are facing many challenges right now, including funding needs in a low interest rate environment, evaluation and management of risk, and healthcare and mortality improvements. In this session, the actuaries will discuss various options when it comes to plan design for pension and healthcare plans and outline the risks and impacts for each option.

Instructors

Ed Koebel, EA, FCA, MAAA

Mr. Koebel is the Chief Executive Officer and Consulting Actuary of Cavanaugh Macdonald Consulting, LLC.  He has been providing actuarial valuation and consulting services for the retirement and OPEB systems covering state and local government employees for over 28 years.  His expertise covers all aspects of public sector benefit consulting including plan design, legislative impact analysis, asset/liability models, federal compliance issues and GASB requirements.  He is a frequent speaker at the International Foundation of Employee Benefit Plans (IFEBP), the National Council on Teacher Retirement (NCTR) and the Georgia Association of Public Pension Trustees (GAPPT). 

Mr. Koebel holds a bachelor’s degree in actuarial science From Syracuse University, is an Enrolled actuary with the Joint Board of Actuaries, a member of the American Academy of Actuaries and a fellow of the Conference of Consulting Actuaries.

As a regular GAPPT presenter, Mr. Koebel has received information regarding educational instructional methods and adult learning processes.

Jessica Fain

Ms. Fain is a Consultant of Cavanaugh Macdonald Consulting, LLC.  She has been providing actuarial valuation and consulting services for the retirement and OPEB systems covering state and local government employees for over 8 years.  Her range of experience includes health claims underwriting, data analysis, gain-loss analysis related to the design, administration, and funding of public Other Post-Employment Benefit (OPEB) Plans.

Ms. Fain has a master’s degree in actuarial science From Roosevelt University and received her undergraduate degree from the University of Georgia.

As a GAPPT presenter, Ms. Fain has received information regarding educational instructional methods and adult learning processes.
