City of Savannah Employees' Pension Plan

Art Alfaro

Art Alfaro is the Executive Director for the Texas Association of Public Employee Retirement Systems (TEXPERS). TEXPERS is an association that provides education and legislative advisory services to the trustees, administrators, professional service providers, and employee groups that manage the retirement money of police officers, firefighters, and municipal and district emloyees in cities across Texas. TEXPERS has 68 member pension systems that manage over $32 billion in retirement assets for over 57,000 active members and over 60,000 retirees and beneficiary annuitants.

Prior to joining TEXPERS, Art was the City Treasurer for the City of Austin where he was responsible for the City’s comprehensive cash management program, the $5.9 billion debt management program and investment management of a $3.3 billion portfolio. Art also served as a trustee on several city boards, including the Employees Retirement System, Firefighters’ Relief & Retirement Fund, Police Retirement System and the Deferred Compensation Committee. In addition to being a former trustee on the city’s three pension funds, he was also a member of the Government Finance Officer’s Association of Texas, Austin Convention Center Enterprises, Austin Convention Condominium Association, Austin-Bergstrom Landhost Enterprises, Travis County Investment Committee, Public Trust Advisors-Texas CLASS Investment Advisory Board, TexasTERM Investment Advisory Board, Hispanic Business Alliance Fund and Government Treasurers’ Organization of Texas (GTOT), serving as GTOT president in 2010. Art retired from the City of Austin in March 2018 after serving the citizens of Austin for over 32 years.

Dan Hopkins

Dan Hopkins is the Vice President of the Illinois Public Pension Fund Association (IPPFA). Dan started work as a police officer in 1984. While serving as a police officer in Collinsville, IL he  was elected to the pension board in 1988. Dan then continued on the pension board as the retired officer for the Collinsville Police Pension Fund. He retired from Collinsville Police Department in 2006. He has been the pension board president since 1998. In January of 2020 Dan was initially appointed to the newly formed Illinois Police Officers Pension Investment Fund. This fund will be a consolidation of 358 individual police pension funds valued at approximately $10 billion. Dan was re-elected in 2022 to the board for a four year term.

Frederick Bailey, CRPF™

Frederick J. Bailey currently serves as an appointed citizen Board Trustee and Chairman of the Investment Committee for the City of Savannah Employees Retirement Plan. In this capacity, he and his fellow Trustees manage and administer the city's $470MM defined benefit pension assets.  In 2020, the Plan earned over 15% net of fees.

The Plan covers the 4K+ active and retired uniformed and general employees of the City of Savannah. During his five-year tenure on the Board, the Fund has grown by over $175MM and has exceeded its 7.25% actuarial rate by over 375 basis points. 

In addition to serving on the Savannah Board, Frederick has earned his GAPPT CPPT designation and currently serves on the GAPPT Rules Committee.

In addition to his Board role, Frederick also serves as Head of Institutional Investor Relations for Glancy, Prongay & Murray, LLP, an LA-based law firm specializing in securities, class action, and anti-trust litigation. Prior to this, he was Managing Director and Head of the Asset Owner Group for FTSE Russell, North America.

Frederick has 40 years of institutional capital markets experience, including Head of Consultant Relations at Citigroup and Global Head of Plan Sponsor Sales at the Bank of New York Mellon.  During his career, he has built relationships and executed transactions with 100’s of institutional investors, including the City and State of New York, the City of LA, and over 35 states or state authorities.

He has spoken on pension and capital markets topics at industry forums, including the National Association of State Treasurers, the Government Finance Officers Association, Opal Public Fund Forums, the Southeastern Markets Group, and IHS Markets.

Frederick began his career in public service as an elected Alderman and President of the City Council in Burlington, Vermont. He worked with (then) Mayor Bernard Sanders to help make Burlington one of the most livable cities in America, as rated by Kiplingers.

He graduated from the University of New Hampshire with a BA in political science and was a 4-year letterman on the Wildcat varsity tennis team. He previously held FINRA licenses 7, 63, 24 and 53 and is currently designated a Certified Retirement Plan Fiduciary™ (CRPF™) by the Georgia Association of Public Plan Trustees.

Hank Kim

Hank Kim is executive director and counsel for NCPERS. Kim directs the day-to-day operation of the largest public pension trade association in the United States. His responsibilities include strategic planning for NCPERS, promoting retirement security for all workers through access to defined benefit pension plans, and the expansion of NCPERS’ role in the continuing debate on health care. Hank brings strong experience in healthcare policy, having assisted in drafting the Healthcare Enhancement for Local Public Safety (HELPS) Retirees provision in the Pension Protection Act (PL 109-280). He has worked for a hospital association, where he successfully advocated for passage of the Provider Sponsored Organizations legislation (PL 105-33). He began his career in the office of Senator Bill Bradley (NJ) and assisted on the Newborns’ and Mothers’ Health Protection Act (PL 104-204). Prior to joining NCPERS, Hank served for six years as a governmental affairs representative for an international public-sector union, working on benefits, appropriations, homeland security, and healthcare issues. During this period, he helped draft and lobby for the passage of Staffing for Adequate Fire and Emergency Response (SAFER) Act (PL 108-136). Hank received his Bachelor of Arts degree in political science from the University of Wisconsin-Madison and his Doctor of Jurisprudence from Indiana University-Bloomington Maurer School of Law. He is a member of the District of Columbia Bar. Hank currently serves a number of non-profit boards, including serving as Vice-Chair of the Fairfax County Uniform Retirement System, $2 billion public employee retirement system providing pension coverage for public safety employees of Fairfax, Virginia; as Board Member of the National Institute on Retirement Security, a Washington, D.C. based think tank focusing on retirement security; on the Editorial Advisory Panel of the Benefits Law Journal, a quarterly law journal that features the most respected and accomplished employee benefits professionals; and as Advisory Council Chair of the Center for Retirement Initiatives at Georgetown University, a trusted public policy center that promotes retirement solutions at the state level.
