Instructors

Frederick Bailey, CRPF™

Frederick J. Bailey currently serves as an appointed citizen Board Trustee and Chairman of the Investment Committee for the City of Savannah Employees Retirement Plan. In this capacity, he and his fellow Trustees manage and administer the city's $470MM defined benefit pension assets.  In 2020, the Plan earned over 15% net of fees.

The Plan covers the 4K+ active and retired uniformed and general employees of the City of Savannah. During his five-year tenure on the Board, the Fund has grown by over $175MM and has exceeded its 7.25% actuarial rate by over 375 basis points. 

In addition to serving on the Savannah Board, Frederick has earned his GAPPT CPPT designation and currently serves on the GAPPT Rules Committee.

In addition to his Board role, Frederick also serves as Head of Institutional Investor Relations for Glancy, Prongay & Murray, LLP, an LA-based law firm specializing in securities, class action, and anti-trust litigation. Prior to this, he was Managing Director and Head of the Asset Owner Group for FTSE Russell, North America.

Frederick has 40 years of institutional capital markets experience, including Head of Consultant Relations at Citigroup and Global Head of Plan Sponsor Sales at the Bank of New York Mellon.  During his career, he has built relationships and executed transactions with 100’s of institutional investors, including the City and State of New York, the City of LA, and over 35 states or state authorities.

He has spoken on pension and capital markets topics at industry forums, including the National Association of State Treasurers, the Government Finance Officers Association, Opal Public Fund Forums, the Southeastern Markets Group, and IHS Markets.

Frederick began his career in public service as an elected Alderman and President of the City Council in Burlington, Vermont. He worked with (then) Mayor Bernard Sanders to help make Burlington one of the most livable cities in America, as rated by Kiplingers.

He graduated from the University of New Hampshire with a BA in political science and was a 4-year letterman on the Wildcat varsity tennis team. He previously held FINRA licenses 7, 63, 24 and 53 and is currently designated a Certified Retirement Plan Fiduciary™ (CRPF™) by the Georgia Association of Public Plan Trustees.

Gwelda Swilley

Gwelda is a Senior Consultant at Mariner. Gwelda has over 30 years of dedicated investment consulting experience overseeing a full spectrum of institutional plan types. Her primary responsibilities include providing investment consulting services for defined benefit retirement plans, defined contribution retirement plans, and foundations. Gwelda is responsible for the oversight, delivery, and management of investment consulting services to clients, including performance measurement and monitoring of investment managers, asset allocation and asset liability modeling studies, and the development of investment policy statements. Before joining Mariner, (formerly AndCo) her consulting career included senior consultant positions at Callan and Gray & Company, as well as early career development consulting positions at both LCG and Watson Wyatt.

She received her Bachelor of Arts in International Affairs and her Master of Arts from Florida State University.

Sam Frymier

Sam Frymier is an Assistant Vice President for Marquette Associates and is a member of the alternative investment manager search committee. He has eight years of investment experience and joined the firm in 2019. Sam serves a variety of client relationships with a focus on Public DB clients and is responsible for the daily operations and management of client investment portfolios. He actively supports consultants by delivering both exceptional client service and thoughtful investment guidance to staff and investment committee members. Before joining Marquette, Sam was the co-founder and portfolio manager of Quesne Capital, LLC.
