Charlotte Cagle, CRPF™

Charlotte Cagle serves as the Executive Director and Chief Investment Officer for the City of East Point Employees Retirement Plan, where she has been a Trustee since 2005. Appointed by the City, Charlotte’s leadership has helped transform the plan into a widely recognized model of fiduciary responsibility and best practices.

Charlotte played an instrumental role in the Georgia Association of Public Pension Trustees (GAPPT) as a founding member, Director at Large, and later served as its President from 2015-2017. Her dedication to sound governance, transparency, and advocacy on behalf of employees has earned her recognition throughout Georgia and beyond. She is frequently invited to speak on topics including plan administration, investment oversight, and board governance.

Charlotte is a passionate community leader and civic advocate. She and her husband Mark are longtime East Point residents and respected commercial and residential developers in the southeast, where she often leads local non-profit organizations. Her commitment is uncompensated and unwavering—driven entirely by her deep belief in service and stewardship.
