Session Summary: This session will define OCIO, including articulating the interest and attributes of an OCIO approach or provider. It will outline the similarities and differences between an OCIO and a traditional consultant. It will also discuss the factors investment plans should consider in their evaluation exercise.

Instructors

Allison Corbally, CRPF™

Allison joined PFM Asset Management, LLC in 2017 and leads new business development and client services for PFM’s outsourced chief investment officer (OCIO) solution in the South region. Her primary focus is introducing public retirement systems, OPEBS, endowments, foundations, healthcare organizations and other institutions to the benefits and value of PFM’s multi-asset class management capabilities.

Her prior experience includes serving as a vice president and senior relationship and sales manager at State Street Global Advisors (SSGA), where she worked with a broad scope of institutional clients and various investment plan types. Prior to working at SSGA, Allison was an associate partner and client service director for Invesco Global. She was responsible for relationship and product management for institutional international and global equity clients. She also worked for Invesco Institutional as marketing director for public funds.

Allison has held board positions with the Children’s Museum of Atlanta including development chair and executive committee member. She is currently chair of the Georgia Public Pension Trustees Association (GAPPT) membership committee and has also served on the Florida Public Pension Trustees Association (FPPTA) advisory committee. She holds the Financial Industry Regulatory Authority (FINRA) 7 and 63 licenses.

Floyd Russell Simpson, CFP, CFA

Floyd Simpson joined PFM Asset Management, LLC in 2019 as a senior managing consultant. As part of our OCIO business, he works with clients across the country to develop and implement Multi-Asset class strategies for their portfolios. Floyd is also a voting member of our Investment Committee.

Prior to joining PFM, Floyd worked as an investment officer where he was the associate portfolio manager for the Global and International Equity strategies. His duties included quarterly commentary on the developed markets and investment managers in his purview, monitoring the Global and Developed International Equity strategies, executing due diligence on managers across the G20 and Emerging Market regions, along with contributing intellectual content for ad hoc white papers. His experience includes working with retail and institutional clients to provide analysis and investment solutions.

Floyd is on the Investment Committee for the Truman State University Foundation Board of Directors and is a Board member on the CFA Society of Philadelphia.
