Amed Avila, CRPF™

Amed A. Avila, CRPF™, Managing Director for FiduciaryTrust Company International, has over 15 years of securities industry experience. He has in-depth experience managing custodial relationships for individual, trust & estates, corporations, IRAs, Registered Investment Advisors (RIA's), and municipalities' public pension plans. He joined Franklin Templeton Investments, parent company of Fiduciary Trust, in 2005 and has been part of the Fiduciary Trust team since 2007. Currently, Mr. Avila, responsible for over $4 Billion in Assets Under Administration. He earned a B.S. in international business with a concentration in finance from Florida Atlantic University and an M.B.A in finance from Nova Southeastern University. Mr. Avila also earned his Certified Public Pension Trustee (CPPT) designation from the Florida Public Pensions Trustee Association (FPPTA) and Certified Retirement Pension Fiduciary (CRPF) designation from the Georgia Association of Public Pension Trustees (GAPPT), of which he is a member and also currently serves as Affiliate Chair. He also currently sits on the executive board of the Broward Alliance for Neighborhood Development (BAND), a non-profit organization that advocates for affordable housing and community economic development in Broward County where he serves as Treasurer.

Gwelda Swilley

Gwelda Swilley, Senior Consultant with AndCo Consulting, has over 20 years of dedicated investment consulting experience overseeing a full spectrum of institutional plan types. Her primary responsibilities include providing investment consulting services for defined benefit retirement plans, defined contribution retirement plans, and foundations. Gwelda is responsible for the oversight, delivery and management of investment consulting services to clients, including performance measurement and monitoring of investment managers, asset allocation and asset liability modeling studies and the development of investment policy statements.

Prior to joining AndCo her consulting career included senior consultant positions at Callan and Gray & Company, as well as early career development consulting positions at both LCG and Watson Wyatt. Gwelda earned her Bachelor of Arts (International Affairs), and a Master of Arts from Florida State University.

LaShanda Dawkins, Esq., CRPF™

LaShanda Dawkins is the Assistant General Manager of Labor and Employee Relations at the Metropolitan Atlanta Rapid Transit Authority (MARTA). In this role, she is responsible for leading and influencing the labor strategy and spearheads all activities related to labor negotiations in accordance with the Authority’s strategic priorities and workforce needs. Additionally, Ms. Dawkins is responsible for oversight of a centralized team of employee relations professionals that manage employee relations issues, conduct investigations, and serve as a resource to the employees and management members of the Authority. Ms. Dawkins has served simultaneously as a pension trustee on all the plans serving MARTA employees: MARTA/ATU Local 732 Employees Retirement Plan, MARTA Non-Represented Pension Plan, and MARTA Non-Represented DC Plan. She continues in her service as the Chair of the Non-Represented DB Plan and trustee of the MARTA/ATU Local 732 Employees Retirement Plan. Ms. Dawkins is a Certified Retirement Pension Fiduciary. Dawkins is a graduate of the Benjamin Banneker Honors College and holds a Bachelor of Business Administration in Accounting from Prairie View A&M University and received her Doctor of Jurisprudence from Texas Tech University School of Law. She is a member of the State Bars of Texas, Florida, and Georgia, and is also admitted to practice in federal court. She has handled federal civil matters in the United States District Courts for the Middle District of Florida and the Northern District of Georgia and has appeared before the Eleventh Circuit Court of Appeals.

As a GAPPT presenter, LaShanda has received information regarding educational instructional methods and adult learning processes.
